Emergency Solutions Grant – RUSH

Applicants must have been homeless at the time of Hurricane Ian, made homeless by Hurricane Ian or about to become homeless due to financial impacts of Hurricane Ian.

RUSH RRH program-eligible households must:
- Meet ESG RRH eligibility: 1) Meet the criteria under Category 1 of the “Homeless” definition; or 2) Meet the criteria under Category 4 of the “Homeless” definition and live in a place described in paragraph 1 of the “Homeless” definition;
- A Collier County resident residing in an area affected by a declared major disaster such as Hurricane Ian pursuant to the Stafford Act on or after December 20, 2019 (e.g., an area covered by DR-4673-FL, dated September 29, 2022); and
- Have needs that will not be served or fully met by the Transitional Sheltering Assistance (TSA) Program (42 USC 5170b) and other existing federal disaster relief programs (including both federal and non-federal cost share).
For purposes of RUSH funding, HUD understands “existing federal disaster relief programs” to mean federal programs that help with the purpose of disaster relief and are permanently authorized as of the date of the RUSH award.
