HOME Tenant Based Rental Assistance (TBRA)
Collier County’s HOME and HOME-ARP Tenant Based Rental Assistance program, funded by the United States Department of Housing and Urban Development (HUD) and administered by Collier County’s Community and Human Services Division, provides rental assistance for eligible very low and low-income individuals or families with below 60% Area Median Income (AMI) (See chart below). Rent subsidies allow families to pay 30% of adjusted income for rent and utility allowance while the program, within specific limits, pays the difference. The Tenant Based Rental Assistance (TBRA) Program provides eligible households with rent subsidies, security /move-in deposits, and one-time electric-utility deposits. The program is based on a projected 1 year of assistance; with required quarterly recertifications (every 3 months) for verification of continued program eligibility.

Collier County’s HOME and HOME-ARP Tenant Based Rental Assistance (TBRA) Programs aid the following Qualified Populations:
- Qualifying populations who are homeless as defined by CFR 91.5;
- Individuals and families at risk of experiencing homelessness as defined in CFR 91.5;
- Individuals and families fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; or
- Other populations requiring services or housing assistance to prevent homelessness and other populations at greatest risk of housing instability including veterans and their families or other groups in need of services as identified in section 212(a) of the Act (42 U.S.C. 12742(a)).
- Applicants must be employed or receive Social Security, retirement or disability benefits. There is a COST SHARE in this program of 30% of your households annual adjusted income.
Tenant Contribution to Rent: A qualifying household must retain an affordable rent payment based on Collier County’s fair market rent standard (FMR) and should not contribute more than 30% towards their adjusted annual income after allowable deductions and/or, If applicable, utility allowances are factored in. Not meeting this requirement may result in the household being deemed ineligible for this program. Fair Market Rents are as follows:

Please do not stop paying rent while going through the application process. Landlords must be approved prior to any rent subsidy payments being made. This process may take up to 120 days.
