PUBLIC NOTICE FOR PUBLIC COMMENT PERIOD & PUBLIC HEARING

Collier County’s 2026-2030 Five-Year Consolidated Plan, 2026 Annual Action Plan and Citizen Participation Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) will be available for viewing and public comment from July 1, 2026 to August 1, 2026.

Collier County, along with its entitlement cities, City of Naples and City of Marco Island, estimates an allocation of $2,616,281.00 in CDBG funds for PY 2026, in addition to unobligated and prior year funding of $1,431,517.18. Eligible activities for CDBG funds include but are not limited to acquisition, construction of public infrastructure and public services in accordance with 24 CFR § 570.201. Approximately 100% of the total allocation will benefit low and moderate-income persons.

Collier County estimates an allocation of $746,209.62 in HOME funds for PY 2026, in addition to an estimated program income of $31,571.43 to expand the supply of decent, affordable housing for low and very low-income families. Approximately 100% of the total HOME allocation will be used to benefit very low and low-income citizens.

Collier County estimates an allocation of $230,489.00 in ESG funds for PY 2026. ESG funds may be used for emergency homeless shelters operations, rapid re-housing of homeless individuals and families, Homeless Management Information Systems (HMIS), homelessness prevention activities and street outreach. Approximately 100% of the total allocation will benefit the homeless or individuals/families that are at risk of homelessness.

The Consolidated Plan estimates that approximately $17,965,000.00 in federal entitlement funds will be available over the five-year planning period. This estimate is based on projected annual allocations in the Annual Action Plan and is subject to adjustment based on actual funding levels received from the U.S. Department of Housing and Urban Development (HUD). These estimates are intended for planning purposes only and may be adjusted based on actual funding allocations received from the U.S. Department of Housing and Urban Development (HUD). Final awards will depend on Federal appropriations and approved federal budget.

Collier County will submit its 2026-2030 Consolidated Plan, 2026 Annual Action Plan and Citizen Participation Plan with the list of projects funded with 2026 CDBG, HOME, and ESG program to the Department of Housing and Urban Development (HUD) on or before August 16, 2026. The County is required to develop a Consolidated Plan to serve as the formal document to pursue established goals and objectives for all of its community planning and development projects and activities, including housing and economic programs. The Consolidated Plan is a five-year, long-range strategic plan submitted to HUD to identify, prioritize and address the County’s housing and community development needs and to develop a map of the planned use of funds from all sources. The Annual Action Plan displays the annual allocation of funding by the County and is submitted to the U.S. Department of Housing & Urban Development as a prerequisite to receiving funds for the CDBG, HOME, and ESG program. The Citizen Participation Plan outlines how Collier County will involve the public in planning, implementing and assessing community programs.

Public Comment Period

Copies of the Consolidated Plan and Annual Action Plan will be available at the Collier County public libraries as well as the Collier County Community and Human Services Division Office, 2671 Airport Rd S, Suite 305, Naples, FL 34112 and on our websites at www.colliercountyhousing.com and www.collier.gov during the public comment period of July 1, 2026 to August 1, 2026. The public is invited to review the Consolidated Plan and Annual Action Plan and submit written comments to the Collier County Community and Human Services Division, ATTN: Tracey.Smith@collier.gov no later than August 10, 2026.

The Consolidated Plan and Annual Action Plan, including a summary of public comments received, will be sent to the U.S. Department of Housing and Urban Development by the August 16, 2026 submission deadline. Public Hearing

The Consolidated Plan and Annual Action Plan will be presented to the Board of County Commissioners (BCC) at a public hearing scheduled on July 14, 2026. The BCC meeting will be held at 9:00 a.m., Collier County Government Center, 3299 Tamiami Trail East, 3^rd Floor, Naples, FL 34112.

The Collier County Board of County Commissioners (the “County”) announces the availability of funds and is requesting applications for the consideration of providing local government support for qualified multifamily housing developments that meet the goals of the County and comply with applicable federal and state law. The County has adopted the following guidelines to set forth the general procedures and selection criteria for proposed development application packets that apply to the financing of multifamily housing developments. The County may waive specific provisions of these guidelines where good cause is shown, and adequate supporting documentation is provided. Any waiver is at the sole discretion of the County. In addition, these guidelines may be amended, revised, repealed, or otherwise altered by the County with or without notice. The County specifically welcomes requests for proposed alternative resident programs or development/unit features.

All submitted proposal application packages will be reviewed by the County’s Affordable Housing Advisory Committee (“AHAC”), which will make recommendations to the County Manager. The County Manager will then decide whether or not to support commitment letters and loans providing Local Government Support for developments applying for Florida Housing Finance Corporation (“FHFC”) funding and who are seeking the Local Government Area of Opportunity (“LGAO”) Funding, pursuant to Resolution No. 2019-207. Submission of a proposed development application package does not entitle the Applicant to financing, even if sufficient funds remain.

The County will not consider issuing commitment letters to provide financing for any development unless the applicant has satisfied the general requirements set forth in these guidelines, submits a timely, complete, and acceptable application package, and complies with all of the application selection criteria. Deadlines for Local Government Contribution submissions and associated scoring criteria are subject to change at the discretion of Collier County based upon the FHFC application cycle.

The County reserves the right to impose additional requirements on any particular development. Compliance with these guidelines does not and shall not create any right by an applicant to a commitment or assurance that the County will provide the requested financing.

The County provides local government support to assist in the construction, rehabilitation, and permanent financing of multifamily housing developments. The County anticipates sufficient funds to be available to fund one applicant.

The maximum amount of the Local Government Support loans that may be applied for pursuant to this Notice of Fund Availability (NOFA) is the amount that will allow local projects to score the maximum points or preference for the Local Government Area of Opportunity Funding. The total amount of permanent funding resources, in the form of cash loans and/or cash grants from Local Government sources will be considered the Local Government Area of Opportunity (LGAO) funding contribution with the Collier County LGAO contribution minimum subject to change based upon the FHFC application.

THE COUNTY RESERVES THE RIGHT, AT ITS SOLE DISCRETION, TO NOT FUND ANY APPLICANT AT A LEVEL REQUIRED FOR THE LOCAL GOVERNMENT AREA OF OPPORTUNITY FUNDING. THE COUNTY ALSO RESERVES THE RIGHT TO MODIFY THIS NOFA PRIOR TO THE APPLICATION DEADLINE BASED UPON CHANGES TO FHFC RFA OR DECISIONS MADE BY THE COUNTY.

All proposed development application packages received will compete against each other and be evaluated based upon the application selection criteria. If selected by the County for the available funding, each loan will be subject to the minimum loan terms stated below.

NO CONTACT WITH BOARD OF COUNTY COMMISSIONERS AND/OR AFFORDABLE HOUSING ADVISORY COMMITTEE (AHAC) MEMBERS AFTER THE DATE THE NOFA IS ISSUED UNTIL THE AHAC MAKES ITS RECOMMENDATION TO THE COUNTY MANAGER. During this period, no Applicant, Applicant Agent and/or Representative may contact members of the Collier County Board of County Commissioners and/or AHAC members concerning their application, any other applicant’s application, the merits of their firm, or any other aspect of the application and selection process. Violation of this prohibition will result in the disqualification of the Applicant and all of their developments.

Proposed development application packages related to FHFC Requests for Applications 2026 are due no later than 12:00 PM, Eastern Daylight Time, July 6, 2026. Collier County is proposing to amend the PY 2024-2025 and PY 2025-2026 U.S. Department of Housing and Urban Development (HUD) Annual Action Plans. The Board of County Commissioners previously approved the PY 2024-2025 Annual Action Plan on July 23, 2024 (Agenda #16.D.4) and the PY 2025-2026 Annual Action Plan on July 8, 2025 (Agenda Item #16.D.2).

The following substantial amendment changes are proposed to the PY 2024-2025 Annual Action Plan (in all areas where the activity description is referenced).

Modify Project: Project Name: CDBG: Public Facilities & Infrastructure to CDBG: Demolition and Clearance (NEW)

Modify activities as follows to reallocate funding: Reallocate $40,000 in unspent CDBG funds from a prior Public Facilities & Infrastructure activity to Collier County Facilities Management to support demolition and clearance of two structures located at 3500 Thomasson Drive, Naples, FL 34112. These funds will demolish two dilapidated, unsafe structures that pose public health and safety hazards. A Memorandum of Understanding with Collier County Facilities Management will be presented to the Board at a future meeting.

The following substantial amendment changes are proposed to the PY 2025-2026 Annual Action Plan (in all areas where the activity description is referenced).

Modify Project: Project Name: CDBG: Public Facilities & Infrastructure to CDBG: Affordable Housing

Modify activities as follows to reallocate funding: Remove the Collier County – CHS ADA Universal Access Improvements, Public Facilities & Infrastructure activity and reallocate $250,000 in CDBG entitlement funds to the Collier County – CHS Housing Services, Affordable Housing activity. These funds will support housing-related services necessary for the implementation and occupancy of HOME-assisted units serving low- and moderate-income households. The program will be administered by Community and Human Services.

Public Comment Period:

There will be a public comment period from June 9, 2026 to July 9, 2026 regarding the proposed substantial amendment. The County will respond to all written comments in writing, within 15 days of receipt.

Citizen Participation Announcement

Collier County is developing its 2026-2030 HUD Consolidated Plan as required by the U.S. Department of Housing and Urban Development (HUD). As a grant recipient of federal funds through the U.S. Department of Housing and Urban Development (HUD), Collier County will receive annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) funds and has the opportunity to support housing and community revitalization efforts, promote economic development and investments in underserved neighborhoods, and provide essential services benefitting low-income and vulnerable populations.

The County expects to receive an estimated $13,386,270 in CDBG funds, $3,795,390 of HOME funds, and $1,070,370 of ESG funds during Program Years 2026-2030. Estimated funding amounts are based on FY 26/27 HUD funding levels. Funding amounts are subject to an approved federal budget and are subject to change. Opportunities and projects will be affected by the final funding available to the County. Funds have not been approved or committed by HUD.

To receive grant funds, the County must develop a Consolidated Plan which assesses housing, homeless, and economic conditions impacting the community. The Consolidated Plan provides a strategy for addressing needs and outlines a proposed budget for the County’s use of HUD funds towards eligible activities.

The County will host a series of public hearings/meetings to solicit input on priority community needs and involve residents and stakeholders in the preparation of the 2026-2030 HUD Consolidated Plan and Program Year 2026 Annual Action Plan. Residents, housing and homeless partners, non-profit service providers, and other stakeholders are encouraged to attend public hearings/meetings to identify community assets and priority needs and to help inform the best use of HUD funds for community change. Public hearings/meetings are open to all residents, and the County encourages participation by residents of economically disadvantaged neighborhoods, minoritized populations, non-English speaking persons, and individuals with disabilities.

Public Comment

Collier County will consider any comments or views of citizens received in writing or orally at the public hearing/meeting in preparing the 2026-2030 HUD Consolidated Plan.

The Collier County Community and Human Services Division (CHS) announces the opening of the PY2026-2027 grant application cycle. During PY2026-2027, Collier County is scheduled to receive federal funds from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), and State Housing Initiatives Partnership (SHIP) funds. Funding is available only to eligible Nonprofit or For-Profit organizations; individuals seeking assistance, please visit https://www.colliercountyhousing.com/collier-community-assistance-programs/.

The pre-application period for local, State and Federal grant funds will begin on Thursday, January 8, 2026, and will continue until 12:00 p.m. noon on Tuesday, January 20, 2026. Those invited to complete a full application will be notified no later than January 30, 2026. The full application portal will be open to invitees Tuesday, February 3, 2026 and will close at 12:00 p.m. noon, Wednesday, February 25, 2026. The link to the pre-applications will be available through the CHS website, on the main page at www.collier.gov or www.colliercountyhousing.com and paper copies of the application may also be obtained at our offices at 3339 Tamiami Trail East, Suite 213, Naples, FL 34112 between 9AM-4PM.

Attendance at a one-on-one technical assistance meeting is required to be eligible for an invitation to submit a full application. Applicants invited to submit a full application in the PY2026-2027 funding cycle must contact CHS by calling 239-252-1428 to schedule a technical assistance meeting between January 26, 2026, and January 30, 2026. No applications will be accepted unless a pre-application and a one-on-one technical assistance meeting have occurred.

All pre-applications must be consistent with the Collier County’s Consolidated Plan and/or SHIP Local Housing Assistance Plan (LHAP). Pre-application and full application details are provided in the PY2026-2027 Grant Application guidance.

Application Guidance:
Administered by the U.S. Department of Housing and Urban Development (HUD), the federal programs projects must meet one or more of three national objectives:

Benefits low- and moderate-income persons or households who earn at or below 80% of the median income
Aids in the prevention or elimination of slums or blight
Qualifies as a certified urgent need

Collier County, along with its entitlement cities, City of Naples and City of Marco Island, may receive approximately $2,100,000 in CDBG funds, $683,000 in HOME funds and $195,000 in ESG funds for the PY2026-2027 grant cycle. State SHIP funds totaling approximately $2,850,000, if allocated, will also be included in this grant application cycle. Awards made under SHIP may only be used to support strategies such as Purchase Assistance, Owner-Occupied Rehabilitation, Emergency Housing Repair & Housing Resilience, Demolition and Replacement of Manufactured Housing, Disaster Assistance, New Construction Assistance, Rental Rehabilitation, Rental Acquisition, Rental Development and Community Land Trust Acquisition & Development. The SHIP allocation can be used towards these strategies to benefit those individuals who make up to 120% Area Median Income (AMI). Collier County’s Local Housing Assistance Plan (LHAP) outlines how the County intends to use SHIP funds towards the following objectives: to meet the housing needs of the very low, low and moderate-income households, to expand production of and preserve affordable housing, to further the housing element of the local government comprehensive plan specific to affordable housing. PROGRAM YEAR 2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS PROGRAM AND EMERGENCY SOLUTIONS GRANTS PROGRAM

Collier County’s PY 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) is available for viewing and public comment from November 20, 2025, to December 5, 2025.

The CAPER is comprised of statistical and financial statements and narratives describing activities carried out during the 2024 program year. During the program year, Collier County expended the following federal funds: approximately $2,468,329.16 in CDBG funds, $276,879.28 in HOME funds, and $229,317.76 in ESG funds. Other expenditures include: $477,894.97 in CDBG-CV funds and $1,102,891.06 in ESG Rapid Unsheltered Survivor Housing (RUSH) funds, with all expenditures benefiting very low to moderate income-persons in Collier County.

PUBLIC COMMENT PERIOD: Copies of the draft CAPER will be available for review in all Collier County public libraries as well as the Collier County Community and Human Services Division, 3339 E. HOME-ARP Program – Citizen Participation Notice

Collier County is proposing to amend the PY 2021-2025 Consolidated Plan and the PY 2021-2022 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan. The Board of County Commissioners approved the PY 2021-2025 Consolidated and Annual Action Plans on June 22, 2021 (Agenda Item #16.D.7) and the PY 2021-2022 Annual Action Plan substantial amendment on May 28, 2024 (Agenda Item #16.D.4) to allocate the HOME-ARP activities.

On December 14, 2021 (Agenda #16.D.24), the Board authorized the County Manager to accept the HOME-ARP award of $2,729,078.00 in a one-time allocation from the US Department of Housing Urban Development (HUD). HOME-ARP funding was created to assist individuals or households who are experiencing homelessness, at risk of homelessness and other vulnerable populations by providing affordable housing, rental assistance, supportive services and non-congregate shelter, to reduce homelessness and increase housing stability. On April 30, 2025, Collier County was notified by HUD of a $4,105.00 increase in its HOME-ARP allocation, bringing the total to $2,733,183.00.

A substantial amendment is necessary because the original subrecipient of HOME-ARP funds has informed the County that their project is unable to meet the qualifying population requirements outlined by the HOME-ARP program, necessitating the reprogramming of those funds. Additionally, the County has received an allocation of additional HOME-ARP funds from HUD, further supporting the need for an amendment.

The following substantial amendment changes are proposed to the PY 2021-2025 Consolidated Plan and the PY 2021-2022 Annual Action Plan (in all areas where the activity description is referenced):

Amend Project Name: HOME-ARP – Renaissance Hall Senior Living to Collier County HOME-ARP
Modify activities as follows: Remove the HOME-ARP – Renaissance Hall Senior Living, LLLP activity associated with the new construction of Senior Affordable Housing rental units and reprogram the $2,729,078.00 of HOME-ARP funds, plus the additional $4,105.00 of HOME-ARP funds to the following activities.

Community Assisted and Supported Living, – Housing rehabilitation improvements at scattered sites ($835,820.00).
Collier Housing Alternatives, – Housing rehabilitation improvements at scattered sites ($1,000,000.00).
Housing Alternatives of Southwest Florida, – Single family home housing rehabilitation improvements ($200,000.00).
Community and Human Services (CHS) Tenant Based Rental Assistance Program: ($288,001.30).
Administration & Planning: $409,361.70

The County will update its HOME-ARP Allocation Plan, outlining the use of HOME-ARP grant funds, to incorporate the new activities and award amounts. The revised Allocation Plan, along with the subrecipient agreements between the County and Community Assisted and Supported Living Inc., Collier Housing Alternatives, Inc. and Housing Alternatives of Southwest Florida, Inc., will be presented to the Board at a future meeting.

Public Comment Period:

There will be a public comment period from June 6, 2025 to July 6, 2025 regarding the proposed substantial amendment. The Collier County Board of County Commissioners (the “County”) announces the availability of funds and is requesting applications for the consideration of providing local government support for qualified multifamily housing developments that meet the goals of the County and comply with applicable federal and state law. The County has adopted the following guidelines to set forth the general requirements and procedures that apply to the financing of multifamily housing developments. The County may waive specific provisions of these guidelines where good cause is shown and adequate supporting documentation is provided. Any waiver is at the sole discretion of the County. In addition, these guidelines may be amended, revised, repealed, or otherwise altered by the County with or without notice. The County specifically welcomes requests for proposed alternative resident programs or development/unit features.

All applications submitted will be reviewed by the County’s Affordable Housing Advisory Committee, which will make recommendations to the County Manager. The County Manager will then decide whether or not to support commitment letters and loans providing Local Government Support for developments applying for FHFC funding and who are seeking the Local Government Area of Opportunity Funding, pursuant to Resolution No. 2019-207. Submission of an application does not entitle the Applicant to financing, even if sufficient funds remain.

The County will not consider issuing commitment letters to provide financing for any development unless the applicant has satisfied the general requirements set forth in these guidelines, submits a timely, complete, and acceptable application, and complies with all of the procedures and requirements contained within the County’s application procedures and program guidelines.

All applications received will compete with each other and be selected by the County for the available funding. Applications will be reviewed against the criteria listed below and, if selected, each loan will be subject to the minimum loan terms stated below.

Collier County is developing its PY 2025 Annual Action Plan as required by the U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan serves as the County’s application for Federal funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and the Emergency Solutions Grants (ESG) Programs. This Annual Action Plan determines expenditures for projects that will be conducted in the 2025 program year, which runs from October 1, 2025 to September 30, 2026.

Collier County, along with its entitlement cities, City of Naples and City of Marco Island, has been allocated $2,677,254 in CDBG funds for PY 2025, in addition to unobligated and prior year funding of $696,173.11. Eligible activities for CDBG funds include but are not limited to acquisition, construction of public infrastructure and public services in accordance with 24 CFR § 570.201. Approximately 100% of the total allocation will benefit low and moderate-income persons.

Collier County has been allocated $759,078.58 in HOME funds for PY 2025, in addition to an estimated program income of $31,571.43 to expand the supply of decent, affordable housing for low and very low-income families. Approximately 100% of the total HOME allocation will be used to benefit very low and low-income citizens.

Collier County has been allocated $214,074 in ESG funds for PY 2025. ESG funds may be used for emergency homeless shelters operations, rapid re-housing of homeless individuals and families, Homeless Management Information Systems (HMIS), and homelessness prevention activities and street outreach. Approximately 100% of the total allocation will benefit the homeless or individuals/families that are at risk of homelessness.

Proposed projects for the PY 2025 funding year include:

CDBG Program: 1) Public Services – $401,588.10; 2) Public Facilities & Infrastructure – $1,967,369.85; 3) Public Facilities/Acquisition – $419,018.36; 4) Project Delivery – $50,000; 5) Program Administration – $535,450.80.

HOME Program: 1) CHDO – $113,861.78; 2) HOME Homebuyer Assistance – $591,823.23; 3) Project Delivery – $5,900; 4) Program Administration – $79,065.00

ESG Program: 1) Emergency Shelter – $65,000; 2) Rapid Rehousing, Homeless Prevention & Street Outreach – $133,018.45; and 3) Program Administration – $16,055.55.

There will be a public comment period from June 6, 2025, through July 6, 2025, regarding the One Year Action Plan. During this period, the draft Plan will be available for review in all County public libraries and in the Community & Human Services (CHS) Division office located at 3339 E Tamiami Trail, Building H, Suite 213, Naples FL 34112, and the Collier County website at www.colliercountyfl.gov. – Public Services Department, Community and Human Services Division. Collier County Community and Human Services Division will submit to the Florida Housing Finance Corporation a new State Housing Initiatives Partnership Program (SHIP) Local Housing Assistance Plan (LHAP) for fiscal years 2025-2026, 2026-2027, and 2027-2028. Pursuant to Section 420.9075, F.S. and Chapter 67-37.005, F.A.C., Collier County is required to adopt a Local Housing Assistance Plan every three years for participation in the State Housing Initiatives Partnership Program.

State Housing Initiatives Partnership (SHIP) funds are available for a variety of activities including ten (10) strategies including Purchase Assistance, Owner-Occupied Rehabilitation, Emergency Repair & Housing Resilience, Demolition and Replacement of Manufactured Housing, Disaster Assistance, New Construction Assistance, Rental Rehabilitation, Rental Acquisition, Rental Development, and Community Land Trust Acquisition & Development housing programs that benefit very low, low- and moderate-income individuals and families.

The Collier County Community and Human Services Division (CHS) announces the opening of the PY2025-2026 grant application cycle. During PY2025-2026, Collier County is scheduled to receive federal funds from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), State Housing Initiatives Partnership (SHIP) and HOME-ARP funds.

The pre-application period for local, State and Federal grant funds will begin on Tuesday, January 7, 2025, and will continue until 12:00 p.m. noon on Friday, January 17, 2025. Those invited to complete a full application will be notified no later than to January 31, 2025. The full application portal will be opened to invitees Monday, February 3, 2025 and will close at 12:00 p.m. noon, Monday, February 24, 2025. The link to the pre-applications will be available through the CHS website, on the main page at www.collier.gov or www.colliercountyhousing.com and paper copies of the application may also be obtained at our offices at 3339 Tamiami Trail East, Suite 213, Naples, FL 34112 between 9AM-4PM.

One-on-one technical assistance meetings are mandatory in order to be considered to be invited to submit a full application. Those interested in applying in the PY2025-2026 funding cycle should contact CHS by calling 239-252-1428 to schedule a technical assistance meeting between January 27, 2025, and January 31, 2025. No applications will be accepted unless a pre-application and a one-on-one technical assistance meeting have occurred.

Application Guidance:
Administered by the U.S. Department of Housing and Urban Development (HUD), the federal programs projects must meet one or more of three national objectives:

Benefits low- and moderate-income persons or households who earn at or below 80% of the median income
Aids in the prevention or elimination of slums or blight
Qualifies as a certified urgent need

Collier County, along with its entitlement cities, City of Naples and City of Marco Island, may receive approximately $2,002,000 in CDBG funds, $819,000 in HOME funds and $194,250 in ESG funds for the PY2025-2026 grant cycle.

State SHIP funds totaling approximately $3,026,000, if allocated, will also be included in this grant application cycle. Awards made under SHIP may only be used to support homeowner strategies such as Purchase Assistance, Housing Rehabilitation, Demolition & Replacement of Manufactured Homes and New Construction Assistance and other identified strategies. The SHIP allocation can be used towards these strategies to benefit those individuals who make up to 120% Area Median Income (AMI). Collier County’s Local Housing Assistance Plan (LHAP) outlines how the County intends to use SHIP funds towards the following objectives: to meet the housing needs of the very low, low and moderate-income households, to expand production of and preserve affordable housing, to further the housing element of the local government comprehensive plan specific to affordable housing. Collier County’s PY 2023 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) is available for viewing and public comment from November 22, 2024, to December 7, 2024.

The CAPER is comprised of statistical and financial statements and narratives describing activities carried out during the 2023 program year. During the program year, Collier County expended the following federal funds: approximately $1,612,010.70 in CDBG funds, $718,416.90 in HOME funds, and $339,981.39 in ESG funds. Other expenditures include: $888,995.69 in CDBG-CV funds, $30,394.41 in ESG-CV funds and $678,438.31 in ESG Rapid Unsheltered Survivor Housing (RUSH) funds, with all expenditures benefiting very low to moderate income persons in Collier County.

The Collier County Community and Human Services Division (CHS) announces the opening of the FY2024-2025 grant application cycle. During FY2024-2025, Collier County is scheduled to receive federal funds from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), and State Housing Initiatives Partnership (SHIP) funds.

The pre-application period for local, State and Federal grant funds will begin on Tuesday, January 9, 2024, and will continue until 12:00 p.m. noon on Friday, January 19, 2024. Those invited to complete a full application will be notified prior to January 31, 2024. The full application portal will be opened to invitees Wednesday, January 31, 2024 and will close at 12:00 p.m. noon, Wednesday, February 21, 2024. The pre-applications will be available through the CHS website at www.colliercountyfl.gov under the CHS Main page link and paper copies of the application may also be obtained at our offices at 3339 Tamiami Trail East, Suite 211, Naples, FL 34112.

Application Guidance:
Administered by the U.S. Department of Housing and Urban Development (HUD), the federal programs projects must meet one or more of three national objectives:

Benefits low- and moderate-income persons or households who earn at or below 80% of the median income
Aids in the prevention or elimination of slums or blight
Qualifies as a certified urgent need

Collier County, along with its entitlement city, Naples, will receive approximately $2,574,633 in CDBG funds, $844,948 in HOME funds and $211,534 in ESG funds for the 2024-2025 grant cycle. State SHIP funds totaling approximately $3,000,000, if allocated, will also be included in this grant application cycle. Funding amounts are subject to change based on actual amounts awarded from grantor agencies and availability of funds. Awards made under SHIP may only be used to support homeowner strategies such as Purchase Assistance, Housing Rehabilitation, Demolition & Replacement of Manufactured Homes and New Construction Assistance and other identified strategies.

One-on-one technical assistance meetings are mandatory in order to be considered to be invited to submit a full application. Those interested in applying in the FY2024-2025 funding cycle should contact CHS by calling 239-252-2339 to schedule a meeting between January 25, 2024, and January 30, 2024. No applications will be accepted unless a pre-application and a one-on-one technical assistance meeting have occurred.

The Collier County Board of County Commissioners (the “County”) announces the availability of funds and is requesting applications for the consideration of providing local government support for qualified multifamily housing developments which meet the goals of the County and comply with applicable federal and state law. The County has adopted the following guidelines to set forth the general requirements and procedures that apply to the financing of multifamily housing developments. The County may waive specific provisions of these guidelines where good cause is shown and adequate supporting documentation is provided. Any waiver is at the sole discretion of the County. In addition, these guidelines may be amended, revised, repealed or otherwise altered by the County with or without notice. The County specifically welcomes requests for proposed alternative resident programs or development/unit features.

All applications submitted will be reviewed by the County’s Affordable Housing Advisory Committee, who will make recommendations to the County Manager. The County Manager will then decide whether or not to support commitment letters and loans providing Local Government Support for developments applying for FHFC funding and who are seeking the Local Government Area of Opportunity Funding, pursuant to Resolution No. 2019-207. Submission of an application does not entitle the Applicant to financing, even if sufficient funds remain.

The County will not consider issuing commitment letters to provide financing for any development unless the applicant has satisfied the general requirements set forth in these guidelines, submits a timely, complete, and acceptable application and complies with all of the procedures and requirements contained within the County’s application procedures and program guidelines.

The County provides local government support to assist in the construction, rehabilitation and permanent financing of multifamily housing developments. The County anticipates sufficient funds to be available to fund one applicant.

Applications related to FHFC RFA 2023-201 are due no later than 12:00 PM, Eastern Daylight Time, AUGUST 11, 2023. For more information, contact Kristi Sonntag, Director, Community and Human Services Division.

APPLICATION GUIDELINES

1. PROJECT THRESHOLD CRITERIA

Project must be located within Collier County, including both unincorporated County and within any municipality;
Applicant must provide evidence of site control;
Applicant must provide a set-aside of rental units equal to or greater than the standards for low-income Housing Tax Credits or applicable FHFC Program, as the case may be;
Project must have evidence authorizing the use of the property for the proposed use; and,
Applicant must commit to an affordability period of 99 years ;

2. PROJECT SELECTION CRITERIA

Applicant’s development and construction experience; 10 pts
Experience and Quality of development team, 5 pts
Applicant’s management experience, or experience and quality of management company; 5 pts
Financial feasibility to complete and operate the project (including, but not limited to, cost estimates, cash flows, debt service coverage ratios, the percentage of public monies requested compared to project cost; leveraging of public resources, including the requested County loan); 5 pts
Applicant’s performance and/or compliance (including any prior defaults) of any prior loans or contracts with Collier County; 15 pts
The reasonableness of the cost of the development; 5pts
Resident Programs; 5 pts
Unit and Development Amenities; 5 pts
Energy Efficiency; 5 pts
Commitment to set-aside at least 10% of the units in the development to an at-risk population (Homeless, Seniors, Special Needs, Etc.); 7 pts
Maximum Economic Impact; 3 pts
Developments which provide a lift to the neighborhood, and could lead to additional revitalization and/or neighborhood improvement; 10 pts
Proximity to public transportation, services, and employment; 5 pts
Leveraging of County funds with other resources that could be used to meet the FHFC required contribution level, and leveraging of County funds with other funds to achieve greater impact on the community/neighborhood; 7 pts
Ability to meet FHFC requirements for the contribution to be a part of permanent financing with minimum loan term; 3pts

3. LOAN TERMS:

To be finalized at time of loan commitment. The following will apply to all County loans:

The following loan terms shall apply: (a) Interest rate of 1%; (b) the maximum term of the loan to be coterminous with the first mortgage, but not to exceed 30 years (and the minimum term necessary to meet FHFC requirements); and, (c) loan to be fully amortizing over a 30 year period, with a balloon payment due when the first mortgage is paid off or refinanced. The loan documents shall provide for the standard default provisions; and upon default, the loan shall accrue interest at the highest rate then permissible under Florida law from and after an event of default that remains uncured.
Each loan shall be evidenced by a promissory note in the full-face amount of the Local Government Support and secured in its entirety by a subordinate lien mortgage, and shall include such other standard loan documents as necessary to evidence and complete the transaction.
The loan shall not be disbursed until the following minimum due diligence is received and satisfactory (however, additional requirements may be necessary for the project): mortgagee title insurance policy (or a marked-down commitment for the same), boundary survey certified to the County, environmental site assessments certified to the County, and evidence of concurrency and all permits authorizing construction of the project.
The loan shall be issued in the name of the County. Such loan shall be reviewed, implemented, and administered by the County.

NOTE: APPLICANT MAY PROPOSE HIGHER INTEREST RATE AND/OR SHORTER AMORTIZATION PERIOD

The loan amount for Applicants seeking a Local Government Area of Opportunity Funding loan will depend upon requirements detailed within FHFC RFA 2023-201. The following amount is subject to change. Currently, the requirement is anticipated to be $460,000. At the present, it is anticipated that HOME or SHIP funds will be used by the County.

FUNDING LIMIT: Collier County will not provide more than $460,000 for the Local Government Area of Opportunity Funding or Amount Required by FHFC for LGAOF designation.

4. DISCLAIMER

The County is taking no responsibility of Florida Housing Finance Corporation in their initial scoring, or in any scoring revisions that take place due to legal disputes between or amongst applicants in FHFC RFA 2023-201, will ultimately agree that the loan meets the requirements to achieve the points for the Local Government Area of Opportunity funding or to achieve the points for a local government contribution. The County is assuming NO LIABILITY if FHFC or any judicial or quasi-judicial body comes to another conclusion.

If approved for a loan, and with that understanding, if you would like to have a local government contribution loan form executed by the County, please fill out the form and submit to both Sarah Harrington and Kristi Sonntag prior to the RFA submission deadline.

5. WAIVERS, ERRORS & RIGHT TO OBTAIN ADDITIONAL INFORMATION FROM APPLICANTS

The County Manager reserves the right to waive any provision of the NOFA and/or the accompanying application. The County Manager reserves the right to waive any minor irregularity in the application, with the County Manager to be the sole entity to determine what constitutes a “minor irregularity”. The County Manager also reserves the right to seek additional and/or clarifying information from any Applicant and to use that information in their evaluation and decision-making process.

6. SYSTEM FOR AWARD MANAGEMENT (SAM)

In order to contract with the federal government, businesses and agencies must complete the required registration with SAM. Registration is free and it takes 10 business days for your business or agency information to be verified with that from the IRS and Dun and Bradstreet.
