PY 2026-2030 FIVE-YEAR CONSOLIDATED PLAN 2026 ANNUAL ACTION PLAN AND CITIZEN PARTICIPATION PLAN FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS PROGRAM AND EMERGENCY SOLUTIONS GRANT PROGRAM
PUBLIC NOTICE FOR PUBLIC COMMENT PERIOD & PUBLIC HEARING
Collier County’s 2026-2030 Five-Year Consolidated Plan, 2026 Annual Action Plan and Citizen Participation Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) will be available for viewing and public comment from July 1, 2026 to August 1, 2026.
Collier County, along with its entitlement cities, City of Naples and City of Marco Island, estimates an allocation of $2,616,281.00 in CDBG funds for PY 2026, in addition to unobligated and prior year funding of $1,431,517.18. Eligible activities for CDBG funds include but are not limited to acquisition, construction of public infrastructure and public services in accordance with 24 CFR § 570.201. Approximately 100% of the total allocation will benefit low and moderate-income persons.
Collier County estimates an allocation of $746,209.62 in HOME funds for PY 2026, in addition to an estimated program income of $31,571.43 to expand the supply of decent, affordable housing for low and very low-income families. Approximately 100% of the total HOME allocation will be used to benefit very low and low-income citizens.
Collier County estimates an allocation of $230,489.00 in ESG funds for PY 2026. ESG funds may be used for emergency homeless shelters operations, rapid re-housing of homeless individuals and families, Homeless Management Information Systems (HMIS), homelessness prevention activities and street outreach. Approximately 100% of the total allocation will benefit the homeless or individuals/families that are at risk of homelessness.
The Consolidated Plan estimates that approximately $17,965,000.00 in federal entitlement funds will be available over the five-year planning period. This estimate is based on projected annual allocations in the Annual Action Plan and is subject to adjustment based on actual funding levels received from the U.S. Department of Housing and Urban Development (HUD). These estimates are intended for planning purposes only and may be adjusted based on actual funding allocations received from the U.S. Department of Housing and Urban Development (HUD). Final awards will depend on Federal appropriations and approved federal budget.
Collier County will submit its 2026-2030 Consolidated Plan, 2026 Annual Action Plan and Citizen Participation Plan with the list of projects funded with 2026 CDBG, HOME, and ESG program to the Department of Housing and Urban Development (HUD) on or before August 16, 2026. The County is required to develop a Consolidated Plan to serve as the formal document to pursue established goals and objectives for all of its community planning and development projects and activities, including housing and economic programs. The Consolidated Plan is a five-year, long-range strategic plan submitted to HUD to identify, prioritize and address the County’s housing and community development needs and to develop a map of the planned use of funds from all sources. The Annual Action Plan displays the annual allocation of funding by the County and is submitted to the U.S. Department of Housing & Urban Development as a prerequisite to receiving funds for the CDBG, HOME, and ESG program. The Citizen Participation Plan outlines how Collier County will involve the public in planning, implementing and assessing community programs.
Public Comment Period
Copies of the Consolidated Plan and Annual Action Plan will be available at the Collier County public libraries as well as the Collier County Community and Human Services Division Office, 2671 Airport Rd S, Suite 305, Naples, FL 34112 and on our websites at www.colliercountyhousing.com and www.collier.gov during the public comment period of July 1, 2026 to August 1, 2026. The public is invited to review the Consolidated Plan and Annual Action Plan and submit written comments to the Collier County Community and Human Services Division, ATTN: Tracey.Smith@collier.gov no later than August 10, 2026.
The Consolidated Plan and Annual Action Plan, including a summary of public comments received, will be sent to the U.S. Department of Housing and Urban Development by the August 16, 2026 submission deadline. Public Hearing
The Consolidated Plan and Annual Action Plan will be presented to the Board of County Commissioners (BCC) at a public hearing scheduled on July 14, 2026. The BCC meeting will be held at 9:00 a.m., Collier County Government Center, 3299 Tamiami Trail East, 3rd Floor, Naples, FL 34112.
