Collier Community Assistance Programs
Assistance Programs managed by the County are typically grants or loans to help secure housing such as first and last month’s rent, security deposits, financing funds, and similar.

Collier County’s Community and Health Services Division – Housing Staff also works to strengthen affordable housing in the county by dispersing Federal and local funds to local industry partners such as Collier County Housing Authority, Habitat for Humanity, Collier Community Foundation, and similar. The Division partners with developers, contractors and other industry professionals to attract new affordable housing opportunities throughout the county by offering incentives and other programs. Division staff also develop and recommend changes to the growth management plan and land development codes that will facilitate broadening housing options throughout the county. AFFORDABLE HOUSING ASSISTANCE
Limited funding is available to help low-income households who are paying more than 30% of the combined household income towards rent or homeless needing to find affordable housing.
Collier County’s HOME and HOME-ARP Tenant Based Rental Assistance programs, funded by the United States Department of Housing and Urban Development (HUD), and administered by Collier County’s Community and Human Services Division, provides rental assistance for eligible very low and low-income individuals or families with below 60% Area Median Income (AMI) (See chart below). Rent subsidies allow families to pay 30% of adjusted income for rent and utility allowance while the program, within specific limits, pays the difference. The Tenant Based Rental Assistance (TBRA) Program provides eligible households with rent subsidies, security /move-in deposits, and one-time electric-utility deposits.

SHIP HHRP Funding
Do you need mortgage or rental assistance due to ONE of the recent declared disasters: Hurricane Ian- September 28, 2022?
Collier County is offering grants to help paying rental assistance payments to residents whose primary housing was damaged from one of the declared disasters or who suffered direct financial impacts from the declared disaster. For mortgage help the property affected must be the applicant’s primary residence and the home must be located within Collier County. Funding is in part by the State Housing Initiatives Partnership Program (SHIP). Availability is open on a first-apply, first-qualify basis until funds are exhausted.

ESG – RUSH RENTAL ASSISTANCE
Were you homeless, made homeless or about to become homeless due to financial impacts of Hurricanes Ian, Helene or Milton, in Collier County?

Do you need your roof replaced?
Applications are open for Collier County residents whose primary home needs their roof replaced. The County is offering a deferred, interest-free loan for a roof replacement. Program qualifications and income criteria must be met.
Does your house, townhome or condominium need repairs?
Interest-free, deferred loans up to $50,000 are available to assist eligible homeowners in unincorporated Collier County, the City of Naples, the City of Marco Island, or Everglades City with repair(s) of their single-family homes, townhomes or condominium units. Mobile homes built prior to July 13, 1994, do not qualify for assistance. For more information, including how to apply, visit the SHIP Owner-occupied Rehabilitation page.
Are you 60 years of age or older and need help paying your electric bills or need repair or replacement of your air conditioning?
The Emergency Home Energy Assistance Program (EHEAP) is available to households who have a delinquent electric bill and an adult 60 years or older who resides in the home. EHEAP can also assist with the repair and replacement of air conditioning to an elderly household who is a homeowner. To Report Fraud
To report fraud that you suspect is occurring or has occurred, please notify Collier County for review. Any suspected fraud in connection with Collier County’s emergency rental assistance program should be reported immediately. Collier County reserves the right to decline funding or participation, to any applicant, if it is determined that fraud has occurred.
Please complete the Fraud Report online form if you suspect or have knowledge of a tenant or landlord that has made a fraudulent application or received funds inappropriately. Once the form is completed, you will have the option to submit it electronically or print and mail it to the address indicated on the form.
